The Birmingham Regional Transportation Plans (RTP) are the federally approved metropolitan transportation plans (MTP) for the Birmingham region.
I served as the project manager for the RTP and was the principal author and analyst/investigator. This included coordinating, leading, and/or facilitating stakeholder and public meetings, conducting peer analysis and research, developing performance measures, and managing supporting consultant activities.

Birmingham Congestion Management Process
Regional Planning Commission of Greater Birmingham | Birmingham, AL
An integral element of the Birmingham Regional Transportation Plan, the Birmingham Congestion Management Process satisfies federal requirements for identifying, addressing, and monitoring congestion within the metropolitan planning area.
I led the development of the MPO's initial CMP which established policies for applying the CMP, determined the CMP network, identified system performance indicators, and created a congestion mitigation strategy toolbox. The CMP also established a regional data clearinghouse.

Birmingham Transportation System Management and Operations Plan

A subcomponent of the Birmingham Congestion Management Process, the Transportation System Management and Operations (TSMO) plan identifies and recommends technological solutions and strategies for effectively managing transportation corridors across jurisdictional boundaries.
I coordinated and managed stakeholder participation, managed the principle consultant's work effort, developed strategies to integrate TSMO into the Congestion Management Process, and identified a funding vehicle to implement TSMO in critical travel corridors.
Regional Transportation Data Clearinghouse

An element of the Birmingham Congestion Management Process, the Birmingham Regional Transportation Data Clearinghouse assembles, evaluates, and supplies data critical to informing strategies to address congestion and measure system performance.
I served as a principal investigator on a collaborative research team comprised of academic scholars and practicing professionals, and led a project seeking to lower regional travel demand model development costs for mid-sized and small metropolitan planning organizations while maintaining and improving these models' quality. My team developed a digital household travel diary to collect data about trip origins and destinations, trip duration, and trip purpose using mobile devices.
My research also focused on improving data gathering from low-income and traditionally underrepresented travelers, particularly transit riders and hard-to-reach populations.
